Either she is the tumbleweed or she’s throwing them. Also I’m surprised how well Kacy managed to grip her hotdog without it flying out of the bun with her flailing

Also the hotdog appears to have regenerated.
Fact: When Meanna bit the hotdog, it too gained magical abilities.
We just never witnessed this before since she always eats the whole thing.
